The Port of Hueneme Non Compliant Truck Registration System (NCTRS) was implemented in response to the California Air Resources Board Drayage Truck Regulation (Section 2027 In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks).
The Drayage Truck Regulation is part of the California Air Resources Board's ongoing efforts to reduce PM and NOx emissions from diesel-fueled engines and improve air quality associated with goods movement.
All drayage trucks entering the Port of Hueneme must meet all pertinent air emissions standards set forth in the Drayage Truck Regulation mentioned above. All non-exempt trucks failing to meet these standards must register each move they make in the Port of Hueneme NCTRS.
The NCTRS is a compliance reporting tool used to collect data on all non-compliant trucks entering the Port of Hueneme. The Port of Hueneme assumes no liability for any enforcement action taken by the State of California. By agreeing to the terms of this disclaimer, you are voluntarily providing pertinent, accurate, and correct information so as to obtain a “CARB Non-Compliant” Truck One-Trip Pass with an understanding of the associated penalties or fines that may be levied by the State of California. By using this “CARB Non-Compliant” Truck One-Trip Pass to gain access to a Port of Hueneme Seaport facility in support of drayage operations you also understand that this information will be forwarded to CARB for enforcement action.
